PennDOT Tests New Technology to Ease Truck Traffic and Cut Emissions

The Pennsylvania Department of Transportation (PennDOT) recently received a $1.3 million grant from the U.S. Department of Transportation (USDOT). The grant will fund a pilot program to test Freight Signal Priority (FSP) technology. This technology is designed to reduce congestion, improve truck traffic flow, and cut pollution caused by idling trucks.

The program will take place in two busy corridors in central Pennsylvania. It aims to make the movement of goods more efficient and reduce delays in the supply chain.

How the Freight Signal Priority Technology Works

Freight Signal Priority (FSP) technology uses GPS data from trucks’ electronic logging devices (ELDs). This data provides information about a truck’s speed and location. When a truck approaches an intersection, the system sends a signal to the traffic light. The signal extends the green light for five to seven seconds.

This extra time allows the truck to keep moving instead of stopping. It also helps reduce traffic backups and cuts emissions caused by idling trucks.

Pilot Locations Selected for the Truck Traffic Program

The pilot program will test the technology in two areas:

  • Cameron Street in Harrisburg
  • Harrisburg Pike in Middlesex Township, known as the “Miracle Mile”

These locations were chosen based on several factors. Officials looked at traffic patterns, the percentage of truck traffic, air quality data, and the existing hardware at traffic signals. Both areas experience heavy truck traffic, making them ideal for testing this system.

Addressing the Impact of Truck Traffic and Congestion

Pennsylvania plays a key role in the nation’s freight movement. However, truck congestion creates serious challenges. It leads to delays, higher costs, and increased pollution. According to Rebecca Oyler, President and CEO of the Pennsylvania Motor Truck Association, these challenges are costly for the state.

“Truck congestion has a significant impact on the supply chain, causing delays, increasing costs for consumers, and making the job more challenging for truck drivers,” Oyler said. “Pennsylvania ranks eighth in the U.S. for statewide costs related to truck congestion at over $3.7 billion, so we’re excited to be on the cutting edge with this pilot project. Technology solutions hold a lot of promise for helping to solve the challenging issue of truck congestion. We’re anxious to see the results of the project.”

Expected Benefits of the Program

The pilot program is designed to achieve several important goals. These include:

  • Reducing delays: Trucks will spend less time stopped at intersections, which keeps traffic flowing.
  • Cutting emissions: Less idling means trucks produce fewer pollutants, improving air quality.
  • Improving efficiency: Faster travel times for trucks help lower costs for businesses and consumers.

Similar technology has already been tested in other states, including Texas. Results from those programs show promise. PennDOT officials hope to see similar improvements in Pennsylvania.

Future Plans for the Truck Traffic Technology

If the pilot program is successful, PennDOT plans to expand the use of FSP technology. Other high-traffic freight areas in the state will be prioritized for future installations.

PennDOT Secretary Mike Carroll emphasized the importance of this project. “Efficient movement of goods is central to our economy, however truck traffic can create congestion, cause supply chain delays and increase pollution in our communities,” Carroll said. “As the Keystone State, Pennsylvania is a critical freight hub. The Shapiro Administration looks forward to piloting this technology that will help keep our trucks and goods moving while also keeping our air cleaner.”

The pilot program’s results will help determine its effectiveness. Officials will use the data to decide how best to expand this system to other locations.
