A bipartisan bill that could affect the future of Connected Vehicles in the United States has taken an important step forward after receiving unanimous approval from the Senate Committee on Commerce, Science, and Transportation.
The proposed Connected Vehicle Security Act of 2026 aims to strengthen national security by restricting certain connected vehicle technologies linked to foreign adversaries, including China, Russia, Iran, and North Korea. While the legislation would not immediately change how truck drivers or fleets operate, it could influence the technology that manufacturers install in future commercial trucks if it becomes law.
What the Connected Vehicles bill would do
The legislation would give the U.S. Department of Commerce expanded authority to prohibit certain Connected Vehicles, as well as related hardware and software, from entering the U.S. market if they are determined to present an unacceptable national security risk.
Specifically, the bill would allow restrictions on the importation, manufacture, sale, resale, or introduction into U.S. commerce of covered connected vehicles and connected vehicle systems tied to foreign adversaries.
According to the bill, lawmakers are concerned that some connected vehicle technologies could be used for surveillance, espionage, cyberattacks, or other activities that threaten U.S. national security or critical infrastructure.
The proposal also builds on a Commerce Department rule finalized earlier this year that addressed similar concerns involving connected vehicle technology.
Why Connected Vehicles Matter to Trucking
Today’s commercial trucks rely on Connected Vehicles technology more than ever before.
Many fleets use connected systems to track vehicle locations, monitor fuel consumption, schedule preventive maintenance, diagnose engine problems remotely, communicate with drivers, and receive over-the-air software updates.
Advanced driver assistance systems and other electronic safety features also depend on connected hardware and software that communicate with outside networks.
Because these technologies have become a standard part of many new commercial trucks, future restrictions on certain suppliers or connected systems could influence how manufacturers design and equip heavy-duty vehicles sold in the United States.
OOIDA Says the Bill Could Affect Autonomous Truck Technology
The Owner-Operator Independent Drivers Association (OOIDA) has expressed support for the legislation following its approval by the Senate committee.
According to OOIDA, the bill would help prevent connected vehicle technologies from foreign adversaries from being used in vehicles operating on U.S. roads. The association specifically noted concerns about Chinese-made LiDAR systems that are currently used in some autonomous commercial trucks.
OOIDA also stated that professional truck drivers remain the safest operators of commercial vehicles and said restricting technology from foreign adversaries could help strengthen both highway safety and national security.
Bill Focuses on Manufacturers, Not Drivers
The proposal does not create new requirements for truck drivers or motor carriers.
Instead, it focuses on manufacturers, importers, suppliers, and companies involved in developing connected vehicle technology.
If the legislation becomes law, the Department of Commerce would determine which connected vehicle technologies, hardware, or software present unacceptable security risks and would establish rules governing their use in the U.S. market.
The bill would also authorize civil penalties for companies that violate those restrictions.
No Immediate Changes for Existing Trucks
Although the bill has advanced in Congress, there are no immediate changes for commercial truck drivers or fleets.
If enacted, the legislation would establish a phased implementation schedule. Restrictions covering connected vehicles and certain software would take effect beginning January 1, 2027, while restrictions affecting certain hardware components would begin January 1, 2030.
Those dates would give manufacturers and suppliers time to transition to compliant technologies before the new requirements take effect.
For truck drivers currently operating connected commercial vehicles, the legislation would not require any immediate changes to their equipment or daily operations.
What Happens Next
The Connected Vehicles bill has now been approved by the Senate Committee on Commerce, Science, and Transportation and will move to the full Senate for consideration.
If approved by the Senate, the legislation would still need to pass the House of Representatives before being sent to the President for signature.
For the trucking industry, the proposal highlights the growing role of connected technology in modern commercial vehicles and the increasing attention lawmakers are giving to cybersecurity and national security as trucks become more digitally connected.
If enacted, the legislation could shape the next generation of commercial truck technology by influencing which connected vehicle systems, software, and hardware manufacturers are allowed to use in vehicles sold in the United States.
