Indiana CMV Inspections Find More Than 9,400 Violations

Indiana State Police reported more than 9,400 CMV violations during a recent 30-day enforcement period. From July 15 through August 15, the Indiana State Police Commercial Vehicle Enforcement Division completed 4,770 CMV inspections. During that period, the division reported 9,455 total violations.

The enforcement activity also resulted in 608 drivers and 655 commercial vehicles being placed out of service. Latest statistics provide a look at the scale of commercial vehicle enforcement taking place across Indiana. The inspections cover both state and federal requirements affecting commercial vehicles and their drivers.

CMV Inspections Result in Hundreds of OOS Orders

According to Indiana State Police, the Commercial Vehicle Enforcement Division reported the following results from July 15 through August 15:

• 4,770 total CMV inspections
• 9,455 total violations
• 608 drivers placed out of service
• 655 vehicles placed out of service
• 452 oversize violations
• 234 overweight violations
• 242 violations for failure to obey a traffic control device

The numbers show that both drivers and commercial vehicles were taken out of service during the reporting period.

However, ISP did not provide a breakdown showing which specific violations resulted in the 608 driver out-of-service orders or 655 vehicle out-of-service orders.

The agency also did not identify the most common violations found during the inspections.

What Indiana’s Commercial Vehicle Unit Checks

The ISP CVED is responsible for enforcing state and federal regulations involving commercial motor vehicles.

Its work includes safety inspections, New Entrant Safety Audits and Compliance Reviews. According to ISP, those activities are used to check compliance with equipment and hours-of-service requirements.

The division also enforces Indiana’s commercial vehicle size and weight laws.

Other responsibilities include checking carrier registration and fuel tax requirements. CVED officers also assist with post-crash commercial vehicle inspections and manage Indiana’s annual school bus inspection program.

That means the 9,455 violations reported during the latest period can involve different areas of commercial vehicle regulation. ISP did not provide a category-by-category breakdown of all violations in its August statistics.

Oversize and Overweight Violations Included in Results

Size and weight enforcement accounted for hundreds of the violations specifically identified by Indiana State Police. CVED reported 452 oversize violations during the 30-day period. Another 234 overweight violations were recorded.

Commercial vehicles operating above legal size or weight limits may require permits depending on the vehicle, load and route involved. ISP also reported 242 violations for failure to obey a traffic control device. These figures are included in the overall enforcement results. The agency did not say how many of these violations resulted in an out-of-service order.

Driver and Vehicle OOS Numbers Are Reported Separately

One distinction in the Indiana statistics is the difference between total violations and out-of-service orders. The 9,455 figure represents the total number of violations reported by CVED. It does not mean 9,455 trucks or drivers were placed out of service. ISP separately reported 608 out-of-service drivers and 655 out-of-service vehicles.

An out-of-service order generally prevents a driver or vehicle from continuing normal commercial operations until the condition that resulted in the order is addressed or the applicable requirements are satisfied. Because ISP did not provide a detailed breakdown of the out-of-service violations in its latest report, the agency’s figures do not show which problems were responsible for most of those orders.

Violations Increased From Previous Reporting Period

The latest results also show an increase in total violations compared with the previous 30-day reporting period. From June 15 through July 15, CVED completed 4,703 inspections and reported 8,650 violations. During the latest period, inspections increased to 4,770 while violations increased to 9,455. That represents 67 additional inspections and 805 additional violations compared with the previous reporting period.

The increase does not necessarily show that commercial vehicles across Indiana became less compliant overall. Statistics cover vehicles and drivers that were inspected and do not represent every commercial vehicle operating in the state.

Indiana Continues CMV Inspections

ISP said CVED’s enforcement efforts are part of the state’s broader public safety efforts. Indiana is a major freight corridor connecting trucking operations across the Midwest. Commercial vehicles traveling through the state are subject to federal motor carrier regulations as well as applicable Indiana requirements. The latest CMV Inspections statistics cover only the July 15 through August 15 reporting period.

The agency’s report does not identify the individual violations behind each out-of-service order, but the results show continued enforcement involving driver requirements, vehicle safety, size and weight rules and other commercial motor vehicle regulations across the state.
