Man Arrested in $1.5 Million Cargo Fraud Scheme

Authorities in Canada have arrested a man accused of orchestrating a cargo fraud scheme valued at $1.5 million. The suspect allegedly used a double brokering scam to steal freight and trailers, misleading businesses into fraudulent deals.

Suspect Arrested in Cargo Fraud Investigation

Peel Regional Police (PRP) arrested 41-year-old Manjinder Singh Bura of Brampton, Ontario, on February 19, 2025. He is facing charges, including:

  • Theft Over $5000 (five counts)
  • Fraud Over $5000 (five counts)
  • Possession of Stolen Property

Authorities say Bura ran the cargo fraud operation through Bura Limited Inc., using the name All Days Trucking to mislead shippers and brokers.

According to CDLLife, stolen freight was traced back to multiple trucking yards linked to the suspect.

How the Cargo Fraud Scheme Worked

Investigators found that the fraudsters searched online freight platforms for high-value loads. They then offered unrealistically low transportation rates to win contracts from shippers and brokers.

Once hired, the suspects dispatched unsuspecting trucking companies to pick up the cargo, but the shipments never reached their intended destinations. The scammers used multiple phone numbers and the email address [email protected] to communicate until disappearing after the delivery deadline passed.

Authorities traced the fraud to Bura Limited Inc., where stolen trailers and cargo were found.

$1.5 Million in Stolen Freight Recovered

During the investigation, officers executed seven search warrants across six trucking yards and one residential property tied to Bura. The search led to the recovery of $1.5 million worth of stolen freight and trailers.

Authorities believe more individuals may be involved, and further charges could follow as the cargo fraud investigation continues.

Was a Real Trucking Company Involved?

The name All Days Trucking was used in this cargo fraud case. However, there is a legitimate trucking company by that name, registered in Saskatoon, Saskatchewan under USDOT Number 3118623.

This company’s operating authority is currently “Not Authorized,” according to the Federal Motor Carrier Safety Administration (FMCSA). It remains unclear whether the company was directly involved or if scammers simply misused its name.

Cargo fraud schemes often exploit inactive or expired trucking companies, using their names to appear credible and avoid detection.

The Growing Problem

Cargo fraud is an increasing issue in the freight and logistics industry. One of the most common forms is double brokering, where a fraudulent broker accepts a shipment but secretly re-brokers it to another carrier without permission.

These scams cause major financial losses, leading to:

  • Stolen freight that never arrives
  • Unpaid trucking companies
  • Damaged trust between brokers, shippers, and carriers

Fraudsters often forge documents, steal identities, and create fake business profiles to keep their scams running.

How to Prevent Cargo Fraud

To protect against cargo fraud, companies should take the following precautions:

  • Verify credentials before hiring a carrier (Check FMCSA registration, USDOT numbers, and insurance).
  • Communicate directly with carriers instead of relying solely on online platforms.
  • Be cautious of suspiciously low rates and quick payment demands.
  • Use GPS tracking and verification tools to monitor freight movements.

Peel Regional Police encourage anyone with information about this cargo fraud case to contact the Commercial Auto Crime Bureau at (905) 453-2121 ext. 3315.

This case highlights the growing sophistication of cargo fraud schemes. As criminals continue to target the freight industry, law enforcement and trucking companies must work together to prevent fraud and protect shipments.
