CVSA Seeks Clear FMCSA Guidance on NRII Enforcement Issues
The Commercial Vehicle Safety Alliance (CVSA) sent a formal letter to federal officials asking for clearer guidance on how states should enforce the new National Registry of Insurers and Inspections (NRII) rules. The group said inspectors and carriers are facing confusion as the NRII program rolls out.
CVSA Raises Concerns About NRII Rollout Problems
CVSA said many states do not yet have the direction they need to enforce the new requirements. The NRII rules aim to standardize data for insurance and inspections. However, gaps in communication are slowing progress. Several states reported they are unsure how to verify compliance during roadside inspections or what to do when carrier information is missing.
The group also noted that some enforcement systems do not support the new NRII data fields. Because of this, inspectors cannot confirm whether carriers meet the updated federal standards in all cases.
CVSA Calls for Consistent Federal Enforcement Guidance
CVSA said state inspectors want to apply the rules correctly but need clear and consistent instructions from FMCSA. Without this guidance, enforcement could vary widely across the country. This could create unfair outcomes for carriers and lead to errors that affect safety scores.
The alliance asked FMCSA to issue detailed written instructions explaining what inspectors should check and what documents carriers must provide. They also urged updates to national systems so states can access NRII data in real time.
Carriers Report Confusion About New Insurance Requirements
Alliance said many carriers are receiving mixed messages about the new insurance verification steps. Some report that state offices told them systems are not ready or do not yet support the NRII process. As a result, carriers fear they could be cited for violations outside their control.
The letter asked FMCSA to release clear public guidance so carriers understand what they must show during inspections and how the new requirements will be enforced.
CVSA Warns of Safety and Compliance Risks
According to the letter, delays in system updates and unclear instructions could weaken the effectiveness of the NRII program. The rules are designed to strengthen oversight of insurance coverage and inspection data. However, confusion during rollout could slow enforcement and reduce accuracy.
The group urged FMCSA to act quickly so inspectors, carriers, and states can all follow the same standards. CVSA said consistent enforcement is essential for fairness, safety, and the long-term success of the new federal requirements.
